What is bilateralism?
Bilateralism is the mutual recognition of obligations between two countries that allows the free conduct of business based on previously signed bilateral agreements.
Bilateral transport agreement
A bilateral agreement is an agreement between two states where the rules for access to international road transport are regulated. Such bilateral authorizations currently apply automatically to all members within the European Community. However, many countries, including Poland, also sign such agreements with countries that are not members of the European Union.
Social Commission for the distribution of permits
Within the framework of the International Transport Forum in Paris and bilateral agreements, Polish forwarders have the right to use the transport market of a given country, which works with reciprocity. To ensure equal and fair access, the Ministry of Infrastructure established a special Social Commission, consisting of the government representatives and forwarding agents. The Commission constantly monitors and analyzes the availability of authorizations that operate within the framework of the bilateral agreement.
Mixed committees
The bilateral transport agreement also allows for the creation of mixed commissions at our Ministry and its counterparts in other countries. Such a commission reacts when problems arise and also decides on the further number of permits and new regulations related to road transport between the two parties. It includes not only administrative representatives from the ministries, but also representatives from the road carriers and all inspection services.
